THE INTERNATIONAL BUSINESS INCUBATOR PROGRAM (IBI) is designed to:

  • Facilitate entry of small international high-tech firms into Chinese markets

  • Groom local enterprises for joint-ventures and exports

  • Provide opportunities for foreign countries to stimulate innovations

The main barriers for transnational operations by small tech-based companies are the lack of reliable information on laws, regulations, staff recruitment, and markets together with inadequate business support, affordable work space, and business and government connections. Other problems are their scarce financial and managerial resources, the differences in business culture, and the perceived risks in protecting their intellectual property.

To help overcome difficulties and delays, the IBI program provides specific international enterprise support services:

Financial services
Marketing, legal support
Information, Internet, translation
Finding staff, JV partners, sub-contractors
Facilitation services on registration, taxes, delays
Shared office facilities, equipment, conference rooms, travel
Leased workspace, flexible terms, functional smart building


MEMORANDUM OF UNDERSTANDING

 between

THE CANBERRA BUSINESS CENTRES
  and 
THE TIANJIN INCUBATION CENTRE


On Monday 19th July 1999, Mr Peter Strong, Projects Manager of the Canberra Business Centres (CBC) paid an official visit to the Tianjin Incubation Centre (TIC) and met with Mr Fengling Ma, the TIC Manager. During this visit Mr Strong and Mr Ma discussed initiatives for the further development of understanding and friendship between the two organisations and the promotion of cooperation and business relations between their tenant businesses.

As a result of that meeting it is now agreed by the two parties, on an equal and mutually beneficial basis, that:

1.The CBC and the TIC consider themselves as 'sister' organisations involved in the development of businesses and business skills within their communities.

2.The CBC and TIC will share information relevant to business development.

3.The two parties will offer active and full support to economic and business exchanges between their two organisations including:

a) encouraging CBC tenants to become further involved in business relations with the TIC
tenants
b) encouraging TIC tenants to become further involved in business relations with the CBC
tenants
c) identifying projects in China in which CBC or its tenants can assist on a consultancy basis
d) identifying projects in Australia in which TIC or its tenants can assist on a consultancy basis

4.The two parties will provide active and full support for cooperation in the fields of economic and enterprise development

5.The two parties will render active and full support for exchanges between tenants in order to discuss the possibility of joint operation of businesses

6.The two parties shall work towards planning an exchange program for a limited number of the stafF members in the incubators. Time, duration, number of
participants and other details shall be agreed case by case in advance. Bach party shall cover its own travelling expenses including accommodation, meals
and local travel. Accommodation, meals and local travel shall be arranged by the host organisation, with a view to minimising costs, avoiding any unreasonable or excessive costs and taking into account any budget expectations which the other party advises.

7.Any tenants or associates of the TIC are invited to visit the CBC at any time at their own expense and will be provided with introductions to CBC tenants and other business operators in the City by a representative of the CBC.

9.The CBC will display information regarding the 'sister' relationship with TIC at each of its
Centres.

10.The TIC will display information regarding the 'sister' relationship with CBC.

11.The CBC and TIC will work together on translating the CBC incubator manual into a Chinese version. All products and information from this activity will remain as the property of the CBC. TIC will be the sole agent in selling it in China.

The implementation of the above exchange programs takes place from the date of this agreement.
This Memorandum of Understanding is available in English and Chinese Languages, both equally valid.
